Luggage for Rhine River cruise Aug 22

The Tauck suggestion for luggage states "average size". What does this mean exactly? Is there a dimension limit on this "average" size?

Also, is there a need for bug repellant?

    I went in May and there was no nd for bug repellant. I would not take anything bigger than a 25 inch. If sharing a cabin not easy to find a place to keep it in the cabin. I know of some that was able to get it under the bed. I was travelling alone so I put it in one of the closets.
