We have been to both many times. I would choose Lisbon between the two. I would also consider a side trip to Porto. The tour visits there, but I really like the city.1 -

The beauty of doing a “Star Collector” on Windstar is never having to pack or leave the ship. You book the same room for what is really two cruises. Sleep late, eat late, watch most of the other gues…1
