The drivers are usually local but the TD varies from tour to tour. Our TD on that tour was British so she would have taken either euros or pounds. We've only 1 time had a TD who lived in the country we were touring.
The tour documents normally state USD or the equivalent amount in local currency. While I may offload some of the local currency as part of the tip, most times now we tip in USD. Before leaving for the tour I prep envelopes with the estimated amount.
The "prefer" part may be answered by the TD on the tour.
For gratuities propose, how many bus driver do you have on the tour,
Typically one driver on any tour but sometimes the driver has to take a required break so you might have two. Be prepared with smaller denominations in case you have to split the gratuity.
On our last trip we had a driver step in to permit the driver to ghave his required tome off. We were told by the tour director that we did not need to tip the second driver. He would take care of that.
