We will have a 9 hour daytime layover in Nairobi, as we head to Arusha. Any suggestions about how to spend our time? Do we stay at the airport or venture out?

Stay in the airport!
You may use this 9-hour layover for a half-day trip. Arrange a private transfer to Hemingways Nairobi in Karen, about 40 min from airport. Enjoy a day room, unwind, and have lunch in their beautiful garden with Ngong Hills views. The concierge can also easily arrange a short, safe excursion to either the Karen Blixen Museum or the Giraffe Centre, both just minutes away
What about the terrible traffic around Nairobi? That and immigration, I just would not risk it, you will have far less time than nine hours in reality.
Also, if you leave the international side of the airport, does that require an extra visa?
Also, why are you flying via Nairobi, could you not get a direct flight to Arusha?
It is possible the poster found a good round trip airfare into and out of Nairobi.
That was one of the possible itineraries we looked into as well but decided against it primarily due to that 9-hour layover.
I would take British's suggestion and stay in the airport.
