The drivers are usually local but the TD varies from tour to tour. Our TD on that tour was British so she would have taken either euros or pounds. We've only 1 time had a TD who lived in the country we were touring.
The tour documents normally state USD or the equivalent amount in local currency. While I may offload some of the local currency as part of the tip, most times now we tip in USD. Before leaving for the tour I prep envelopes with the estimated amount.
The "prefer" part may be answered by the TD on the tour.
