The Congo and I think Uganda have been raised to a threat level 4 but Kenya is still a 2 and Tanzania is a 3 due to civil unrest, violent crime, terrorism risks, and strict local laws, not Ebola. Tauck stays on top of these issues and would not travel there if it is truly unsafe due to Ebola. You can sign up for State Department advisory notices for your areas of travel thru the "Safe Traveler" program. At this point it seems all you can do is wait and see...and if you get too uncomfortable with the situation, cancel.
I read a very well written article that discusses the situation. First, things are very fluid and will likely change (hopefully for the better). The most important consideration mentioned is the experience and reliability of your tour operator. With Tauck I feel 100% secure.
