If you have airline approved luggage sizes (one large and one carryon that nests inside) is this OK dispite the literature saying you should limit your self to one luggage of the listed size.
The limit is due to space restrictions under the buses, lack of space inside the bus for airline sized carryons, and to an extent driver/crew/hotel staff labor. On the river cruises it isn't generally a problem since there are few luggage transfers unlike the land tours. If you're worried you can always do a bit of toting on your own and/or slip the staff a euro for their trouble.
Your tour doesn't seem to have any hotel stays (unless you are adding them) so I wouldn't worry about it. There is plenty of room under the bed to store your luggage especially if they nest.
