Here is an Internet article about the possibility of foreign travelers no longer being able to Claim back VAT when shopping in the UK
Personally, I never rely on definitely being able to get it back because there are so many restrictions, there can be long lines for receiving the money back at some airports, an administration fee is taken out, so you don’t get the full amount back, and, you have to be able to produce the items for inspection if the Customs office asks, so they have to be in your hand baggage.

    We never worried about the VAT- first we don't really shop on tour and on the rare occasion when we do shop, it is for small, inexpensive items so the VAT is budget dust.
