What time of year to take this tour?

Researching when might be better to take this tour? Feb-April? Is that too wet due to spring rains (though river rafting would be good, might it be too et to walk in the canyons?) Wait until fall, Sept/Oct? Would it be too dry? What are your experiences with typical weather conditions for this tour for those who live in the SW USA?
