Cell phone SIM cards

We are taking a Tauck tour from Istanbul to Athens, then spending some time on our own in Sicily. I have two unlocked European cell phones but need SIM cards for them. What is my smartest choice to get the cards? Should I get them in Turkey, Greece, or Italy? I don't know what the roaming charges are for each. One might be less than the other. I can renew my SIM cards in the phones we have and have a UK phone number. Just don't know what would be best. I am not sure the phones will work on the boat anyway, but we spend about 6 or 7 days on land in Turkey or Greece. Does anyone have any suggestions of where to buy the SIM cards and how they will work?
