Does Tauck pay TCT tax for Galapagos??

Greetings!!

As I was booking my flights from the USA to Guayquil, I saw "Traffic Control Card (TCT)" as a required document on the airline (COPA) website.

Does Tauck already pay this in advance? Or does the traveler?

The website mentioned registering in advance and picking up a card the airport.

Note: I put in some boring details here.

On the left side of this page there is a section for preregistration .

The page took about 30 seconds to display.

Then, the page presented an internet address for online registration (en linea ingresa ) or employment (gestion empleo )

I tried the online address https://siig-cgreg.gobiernogalapagos.gob.ec/

BUT, I got a 503 error - service temporarily unavailable.

    We booked flights to Galapagos the summer and never heard of such a thing.
