Is a tie and jacket a necessity for the Bern to Amsterdam River cruise?? Or, would a dress shirt and cardigan suffice?

    It's suggested but not mandatory. If you click on the Before You Go tab for your cruise here on the web site there is a What to Pack section that will give you more details. As it says there, a jacket or cardigan is suggested for when you want to spend time on the sun deck. Even in summer, it can get quite cool up there.
