Depends on how low and where. Tauck will typically bus everyone to the next port if it is bad in just one area. In certain cases or if there is a broken or jammed lock, they will swap boats- northbound passengers will be bused north to a southbound boat which will turn around and head north and vice versa with a southbound boat. If it is really bad, they will cancel the cruise.
