Everyone's idea of "best weather" is different so it's kind of hard to answer.
If you go to the cruise's web page there is information on weather for this tour. Click on the "Before you Go" tab and scroll down to "Weather". It has temps and rainfall info for both London and Paris.
It's all a bit of a crap shoot anyway. We were on the French Waterways last summer in July. The week before the weather was so hot passengers didn't want to go on the daily walks. When we got there we had multiple days of cool and wet weather. We found out we liked the cooler weather and planned our next cruise date accordingly.
