Probably not easy at all, in fact maybe impossible. I hear that most market holders ask for cash. You would have to produce a reception which you may not get on a market stall. Also Not all retailers do the VAT deal because it actually costs them money to do it which is why they charge you a fee for the privilege. So whatever the VAT is in the country, you will not receive that amount back, only a percentage of it. You also have to have the goods available for the customs people to see if they ask you at the airport. Unless it is a significant amount, I usually don't bother.
