9 am is generally the latest you must be out of your cabin so the crew can clean them all and get ready for the next batch of guests that afternoon.

Mr. Adams - If you are referring to when the boat sets sail when departing Budapest, your itinerary might indicate that. Disembarking the ship at the end of your tour depends on your plans—flight home or extending your stay on your own. Regardless, all guests must disembark by 0900.

What you probably are asking for is the “all aboard” time. You will get that in your documents. And, on river cruises it is subject to change due to river conditions. You tour Budapest for I think two days, so I’m not sure why this is a concern. You will depart the hotel on tour and then board the ship. Your luggage will be waiting in your stateroom.
I have not taken this specific tour but rarely does the boat set sail the same day of embarkation. That has been my experience. Of course, there are always exceptions.

You guys are correct. I assumed he meant the end of the cruise. According to the itinerary the ship doesn't leave Budapest until the afternoon of day 3. If you want the exact time you can call Tauck and they'll have the hourly estimates.
