I know excursion choices open 90 days before departure. Does anyone know if there is a set time they open that day?

No but it doesn't matter. For Tauck picking excursions is basically you saying which your are interested in at that time. Once on tour you'll be able to confirm or change your choice. Unlike other cruise companies there is no extra charge and no limits on how many can go on any excursions. You should also get an email from Tauck telling you it's time to chose yours.
I called Tauck and they said there are limited spots so I need to choose early.
Unless it's one of the cycling excursions (where there might be a limited number of bicycles) I can't imagine there would be a limit. I've never had an agent at Tauck say that or seen anyone on a Tauck river cruise not get there excursion choices (6 cruises to date). Not that many guests are particularly prompt about reading all the emails from Tauck and jumping on something like this so if you're reasonably diligent you should be fine.
Maybe Tauck are starting to get more strict. I think it was on one of our small ship cruises, and when someone wanted to change, it could not be done, not enough room on the bus or something like that. Maybe people who are on river cruises early in the season can report back if they hear anything.
In 2021, when we did the Iceland tour (one of the first tours back after Covid) we pre-selected excursion choices, but were able to re-make them the day prior to the tour. Tauck actually had redefined some of the excursion choices from the time the pre-tour choices had been made. I was glad they did because they combined two excursions into one. I had hoped I could do both during the pre-selection process and upon arrival found out my desire had been made possible.
I don't know why Tauck redefined the excursions, but it could be possible that they received a lot of input at pre-selection time about the desire to do both excursions and since it was possible they added the choice that did both pre-selection options.
I never asked or heard, I was just happy they did.
The only issue we have seen was opting into the bike excursion. It seems that they need to give a bike number to the outfitter by noon the day before.
On our first river cruise, I had to confirm my bicycle excursion option the first night during the orientation presentation. As Ben indicated, it was to ensure the correct number of bicycles was available as well as the appropriate number of tour directors leading the group(s).
